The second China Latin America forum was held
On 22 and 23 local time, the second ministerial meeting of the forum between the community of Latin American and Caribbean States (celac) and China and the annual meeting of the China Latin American and Caribbean entrepreneurs' Council were held in Santiago, the capital of Chile. Foreign Minister Wang Yi met with foreign ministers of many countries and heads of Latin American regional organizations. The meeting adopted the Santiago declaration, the joint action plan for cooperation (priority areas) between China and Latin American and Caribbean countries (2019-2021), and also specifically adopted and issued the "belt and road" special statement.

President Xi Jinping and leaders of Latin America set the goal of building a comprehensive partnership of cooperation earlier. Taking the joint construction of the belt and road as a new opportunity, we will deepen the "1 + 3 + 6" cooperation framework between China and Latin America, promote the optimization, upgrading and innovative development of China Latin America cooperation, and lay a solid political policy foundation for endorsement of China Latin America cooperation.
First, we hope to work with Latin American countries to build consensus, continue to explore new models of production capacity cooperation and promote new development of China Latin America economic and trade cooperation within the new framework of "1 + 3 + 6" practical cooperation and around the "belt and road" international cooperation.
The second is to create a new growth point of China Latin America trade and promote the transformation of bilateral trade from quantitative expansion to qualitative improvement. China welcomes celac countries to participate in the first China International Import Expo held in Shanghai in November this year to expand Latin American exports to China. We will innovate investment in Latin America, focus on infrastructure construction, and promote international cooperation along the belt and road.
Third, we should strengthen the protection role of the economic and trade consultation mechanism. We will strengthen the role of economic and trade consultation mechanisms such as the mixed bilateral economic and Trade Commission, promote trade and investment liberalization and facilitation, oppose all forms of protectionism, and properly handle trade frictions. 2018 China Latin America cooperation is poised for development and Latin America investment has a bright future

Many countries have a large number of supporting policies in the fields of mining, new energy, infrastructure, food and modern service industry, etc., with the support of relevant departments before promotion, investment, landing and investment, and some countries have government subsidies in the early research stage of the encouraged projects.
3. Cooperation in new areas helps the long-term and stable development of China Latin America economic and trade relations. The free trade agreements signed with Chile, Peru and Costa Rica have been implemented smoothly, and the joint feasibility study on free trade zones has been actively carried out with Panama and Colombia. Service trade and e-commerce and other new forms of business cooperation are in the ascendant, further releasing the potential of China Latin America trade; financial cooperation has become an important engine to promote China Latin America economic and trade cooperation, stimulating new vitality of China Latin America cooperation, and some countries can hold 100% of foreign investment, without strict foreign exchange control.
4. A large number of China Latin America cooperation projects have been in the early stage of development or implementation, such as Panama, Peru, Chile, Argentina and the Caribbean, where major engineering projects have begun to be implemented.
